Fair Deal for Early PV Installers

Pioneers (Early Adopters) who installed PV before 15th June 2009 are unfairly treated under Fits rules.
Suppliers like Scottish & Southern in 2009 thought that 28 pence for exported kWhs was a fair deal. That was equivalent under Fits rules to: 3p for Export and 25p for Generation. The Fits rules gave 3p for Export and only 9p for Generation! So S&SE are getting a bargain at our expense! How can that be Justified???? If the Industry valued Generation at 25p why not Government?
