terrified tenants versus greedy goverment

we are a group of tenants in luton who rent our properties from the highways agency (department of transport). we are about to be serviced a notice to quit, which will affect around 30 familys just within the challney ward. we have been made aware by a local councilor that a proposed deal for luton brough council to buy the properties with sitting tenants but the highway agency have refused to negotiate.on this matter. we would like the department of transport to gift these properties to the the luton brough council.
