Motorway Middle Lane Hoggers

A large part of the congestion on our motorway network is due to the indiscipline of drivers. There are too many who sit in the middle lane when the inside lane is empty and cause delays/congestion. Even the implementation of four lanes does not eliminate this trait!

Its about time this was dealt with by either stricter enforcement or allowing 'under' taking on our roads.
